I disagree. I played CK2 when it came out and played (and loved playing) it for hundreds of hours before even the first paid DLC came out. EU4 can be enjoyed for hundreds of hours too without any DLC, in fact I recommend playing the first learning game with DLCs disabled even if you got them, the games are complex enough vanilla without adding the extra stuff each DLC brings.
Yes, at this point it's much better to get the subscription and then buy the DLCs when there's a sale. Just wait for sales and buy a few more - in like 3-4 months and it will be worth it (especially if you want to play the game a year, or even more from now, or just casually without paying a few bucks if you want to play a day or two a month

The new additions are nice, and are the cherry on top of the new additions from this DLC. In conclusion, Europa Universalis IV: Domination is an excellent DLC that expands upon the game in several areas significantly and adds many hours of content to some of the most popular nations in the game, even if there are niggles here and there.
I don't think it's worth it I also have every dlc except Leviathan. I still play on 130.6. Leviathan and the accompanying patch feel like they should still be in the beta testing phase. #1. Honestly, Mandate of Heaven is the best EU4 DLC that Paradox has released in a long, long time. In my opinion, of course. I don't regret buying it, but it's still not $20 worth of content, frankly. So yeah, it's definitely worth getting on sale. Hopefully by that point Paradox will tidy it up and dial back Ming a little too.
